Questions arising from Blogspot settings available:

• Other authors? (It is also possible to blog via email)
• Comment handling: who can comment? (anyone, registered users, members only?) We might want to consider using comments from members as a way to add information to a blog post.
• What strategy to use for blog post tags

No doubt there are a number of other details to be sorted out.

The visual appearance can be altered fairly easily--this is the default "simple" layout--but it would be best to keep it fairly standard and focus on content rather than flash.
